Re-Run Button Dynamic ToolTip

When using the Re-Run job button in the Pipeline: Jobs Explorer, there may be several reasons why it is not available for use.

Centro now provides a dynamic tooltip when hovering over the button. The tooltip indicates why Centro disabled the Re-Run button speeding up one's resolution and understanding.
